I got hit with the same bug and they would not do anything other than remove it as my active quest so that I could get out of the loop. Well yeah, quests are ridiculously bugged.

The only solution I found was completing the quest again.

EDIT: After taking a deep breath and trucking through the quest a third time, I have actually completed The War Within.
